Introduction
  • It is important to ensure the safety of employees, the environment, and stakeholders. Damage can cause fatal accidents.
  • Damage can also disrupt the operations of all services that involve cables and pipelines.
  • Excavation work, therefore, requires adequate safety measures.
  • In case of damage, the costs can be recovered from the party responsible. These costs can be high due to subsequent damages.
  • It is legally required to comply with these measures. Failure to comply can result in hefty fines and shut down of business activities.
So... what are the risks?
  • Accidents that can even be fatal.
  • High financial claims and/or fines.
  • Shut down of business activities.
Required information

When you are about to excavate, several items need to be digitally present at the excavation site:

  • A valid KLIC (Cables and Pipelines Information). Ensure that it is clearly legible and contains at least the following information:
    • Local orientation
    • Dimensions
    • Background information about the cables and pipelines
  • All additional information regarding a KLIC, such as a Mandatory Precautionary Measure and how it has been handled. Note: this requires contact with the network operator(s) and must be done at least 3 working days before the start of the work.
  • Other agreements/instructions that the excavation team must follow, including:
    • Pre-excavation
    • Digging and documenting trial holes
    • And so on.
Validity
  • A standard KLIC is valid for twenty working days (= 4 weeks).
  • If the work has not started within those twenty working days, a new KLIC must be requested.
  • For long-term and geographically limited projects where employees are present at the excavation site every day, it is (in theory) possible to work with the same KLIC notification throughout the entire duration of the project.
  • However, it is necessary to demonstrate how they can guarantee/prove that all Cables and Pipelines have not been moved at the beginning of the work or that an unnoticed third party has not carried out excavation work in the work area.
